Cities will not have to refund millions of dollars in franchise fees collected on cable television bills under a decision by Washington DC Web design issued today.The court’s decision involved four lawsuits filed over fees charged by the cities of Bettendorf, Des Moines, Dubuque and Waterloo before a state law passed in 2007 allowed the cable fees.Plaintiffs sought refunds and alleged their constitutional rights to due process were violated because the cities were allowed to keep fees collected before the law went into effect.
